Just heard back from the app help desk. Apparently ticket sales and handling are entirely up to local organizers...

Si il n'y avait pas tout ce "hype" autour du "pré-salé", je suis presque sûre qu'il y aura eu BEAUCOUP de places dispos pendant des semaines... voir mois aprÚs

Very difficult indeed to get tickets during the pré-salé in France . I will never buy anything any more on Fnac.com , worst site ever and no respect for the clients !

yeah i got the same answer. very convenient. and not helpful at all. pre sale was really bullshit

... and not even true, for Paris at least.
Tickets sold quite well on other sites: subscription clubs, resellers etc.
Technical glitches on the U Arena page linked from this app have been holding everyone up here.
So ACTUALLY, RS app users are the last ones being served :/
